How fees work

De-Controlled goods vehicles not exceeding 7,500kg BDM

Under MOT guidance issued in 2026, goods vehicles not exceeding 7,500kg BDM are categorised as De-Controlled. They may carry the owner’s or company’s own business goods without an APAD operator permit; carrying third-party goods for hire or reward requires further review of Pembawa A requirements. Vehicle, road-safety, driving-licence and other legal requirements still apply. The Geran, body type, goods ownership and actual use must still be checked.
